[문화재청](국영문 동시배포) 「청와대 노거수 군」, 「창원 북부리 팽나무」 천연기념물 10월 7일 지정

  문화재청(청장 최응천)은 9월 29일 열린 제8차 천연기념물분과 문화재위원회에서 「청와대 노거수 군」과 「창원 북부리 팽나무」를 국가지정문화재인 천연기념물로 지정하고 오는 10월 7일 관보에 고시하기로 했다.

  청와대 노거수 군은 역사적·학술적 가치가 우수한 청와대 경내의 노거수 여섯 그루로, 지난 8월 천연기념물로 지정 예고된 바 있다.
이들 노거수 군은 녹지원 안에 있는 반송 한 그루와 녹지원을 둘러싼 인근 숲에 있는 회화나무 세 그루, 상춘재 앞 말채나무 한 그루, 여민관 앞쪽인 버들마당에 따로 떨어져있는 용버들 한 그루이다.

  문화재청은 지난 5월 10일 청와대가 국민에게 개방된 이후 문화재위원과 식물전문가 등 관계 전문가들과 함께 청와대 노거수에 대한 생육상태, 문헌, 사진자료 등을 수집하고, 천연기념물 지정을 위한 조사를 실시한 바 있다.

  조사과정에서 『경국대전(권6 공전, 재식편)』, 『도성내외송목금벌사목(1469)』과 『도성지도(18세기 말)』, 『경성시가도(1933년)』 등 역사적 문헌기록을 통해 이들 노거수 군이 약 300년 동안 보호되어온 수림지에서 자란 수목들이라는 것과, 경복궁 후원에서 청와대로 이어져온 장소성과 역사성을 지니고 있으며, 1938년 경무대관저경내부지배치도(축척1/1,200)를 통해 북악산에서 시작해 청와대를 지나 경복궁 향원정까지 이어지는 물길 인근에 자리 잡고 커왔다는 것이 확인되었다.

  1910년과 1928년에 촬영된 유리원판사진에는 융문당·융무당과 함께 서있는 반송과 주변 수림지를 볼 수 있어 천연기념물로 지정할 만한 역사적(경무대 터)·학술적(지표수)·경관적 가치(수림)도 인정받았다.

  청와대 노거수 군이 천연기념물로 지정됨에 따라 청와대가 경복궁 후원으로서의 역사성과 상징성을 지니며 문화유산과 자연유산이 어우러진 복합공간으로 자리매김하는 계기가 될 수 있을 것으로 보인다.

  한편, 청와대 내에서 수령이 가장 오래된 것으로 알려졌던 주목은 문화재위원 등 관계 전문가의 조사결과 1993년 옛 총독부관저를 철거하고 옛 지형을 복원할 당시 옮겨 심은 것으로 파악되어 지정 대상에서 제외되었다.

  이번에 같이 천연기념물로 지정된 창원 북부리 팽나무는 무형유산인 마을당제와 팽나무(주변 경관 포함)라는 자연유산이 복합적으로 결합한 대표적인 국가유산으로, 드라마 ‘이상한 변호사 우영우’를 통해 ‘소덕동 팽나무’로 국내외에 널리 알려지며 화제가 된 나무이다.

  창원 북부리 팽나무는 오랫동안 동부마을 공동체의 구심점이었고. 마을주민들이 팽나무를 신목으로 여겨 당산제를 시작해 현재까지 90여 년간 지속하는 등 마을 고유의 전통을 이어왔다. 또한 1934년 홍수해 때 마을주민과 팽나무가 함께 나온 언론보도(동아일보 1934.11.24.)를 통해 대외적으로 존재 사실이 알려지고, 마을과 팽나무와의 역사가 확인되어 학술적·역사적 가치가 있다.

  또한, 팽나무가 위치한 언덕에서 낙동강을 경계로 북쪽에는 하남읍, 남쪽에는 대산면의 넓은 평야 지대가 펼쳐져 있어 기존에 지정된 팽나무의 입지와는 차이가 있는 독특한 경관적 가치를 인정받았다.
이외에, 지정조사 단계에서부터 문화재청과 창원시, 마을주민이 함께 공동협의체를 구성하여 관람객 증가에 따른 주민 불편 사항 해결과 생육환경을 고려한 보호책 마련 등 적극행정 차원에서 다각도로 노력한 점도 인정받았다.

  한편, 9월 30일부터 문화재청과 ‘이상한 변호사 우영우’ 드라마 제작사인 에이스토리(대표 이상백)가 협업하여 창원 북부리 팽나무의 천연기념물 지정 과정을 웹툰으로 제작해 2022 부천국제만화축제(BICOF)에서 첫 선을 보인다.

  행사장에 마련된 문화재청 홍보관에서는 실제 북부리 마을의 주민이자 고래벽화를 그린 윤소정 작가가 직접 고래그림을 그려 관람객들에게 선사할 예정이다.
10월 12일에는 천연기념물로 지정된 것을 기념하는 축하행사가 팽나무 인근에서 개최되기도 한다.

  문화재청은 이번 청와대 노거수 군과 창원 북부리 팽나무의 천연기념물 지정을 계기로 국민들의 소중한 자연유산 향유기회를 확대하고, 이들 나무들이 지역 상생 발전에도 기여할 수 있도록 지속적으로 관리해 나갈 것이다. 

The Cultural Heritage Administration (CHA, Administrator: Choi Eung-Chon) decided to designate the ‘Old Big Trees of Cheongwadae’ and ‘East Asian Hackberry of Bukbu-ri, Changwon’ as natural monuments on September 29 and to publish the notice in the official gazette on October 7 at the Cultural Heritage Committee(the 8th Natural Heritage Subcommittee).

‘Old Big Trees of Cheongwadae’, which are six old big trees in Cheongwadae(the Blue House) with outstanding historic and academic value, was planned to be designated as a natural monument in August.

These trees are a Multi-stem Pine in Nokjiwon, three Pagoda Trees in the forest near Nokjiwon, a Walter Dogwood in front of Sangchunjae, and a Dragon-claw Willow in the willow yard in front of Yeomingwan.

Since Cheongwadae opened to the public on May 10, the CHA has collected data on the growth condition, literature, and photos of Cheongwadae's old big trees with experts, and conducted an investigation for the designation.

Historical materials such as ‘Gyeongguk daejeon (National Code), Volume 6’, ‘Doseong jido (Map of the Capital)’, and ‘Gyeongseong sigado (Street Map of Seoul)’ confirmed that these trees, which have been protected for about 300 years, have a spatial and historic value from Gyeongbokgung Palace to Cheongwadae, and have grown near the waterway from Bukaksan Mountain to Hyangwonjeong Pavilion of Gyeongbokgung Palace through ‘Gyeongmudae gwanjeo gyeongnae buji baechido (the floor plan of inner Gyeongmudae residence), the scale of 1:1,200, 1938’.

The glass plate photos taken in 1910 and 1928 show the Multi-stem Pine and surrounding forests standing together with Yungmundang and Yungmudang, so the historic(Gyeongmudae historic site), academic(indicator tree), and scenic(forests) value were recognized as a natural monument.

The designation of ‘Old Big Trees of Cheongwadae’ as a natural monument is expected to serve as an opportunity for Cheongwadae to become a cultural complex that combines cultural and natural heritage with historicity and symbolism as a back garden of Gyeongbokgung Palace.

However, the Spreading Yew, known to be the oldest tree in Cheongwadae, was found to have been relocated when the old topography was restored after demolishing the former official residence of Governor General of Korea in 1993 as a result of an investigation by experts, including the Cultural Heritage Committee, which made it to be excluded from the list.

Meanwhile, ‘East Asian Hackberry of Bukbu-ri, Changwon’ is a representative national heritage that combines the intangible heritage of Dangje rituals and the hackberry (including the surrounding landscape), and is widely known as “Sodeok-dong's Hackberry” through the TV series “Extraordinary Attorney Woo”.

‘East Asian Hackberry of Bukbu-ri, Changwon’, has long been the center of the Dongbu village community, and the villagers have continued the unique tradition of the village, considering the hackberry as a sacred tree and holding Dangsanje rituals for more than 90 years. In addition, during the flood in 1934, the existence of the hackberry was known to the public and the history of the village and the hackberry was confirmed by the Dong-A Ilbo's report(Nov. 24, 1934), which makes it academically and historically valuable.

Moreover, from the hill where the hackberry is located, the vast plains of Hanam-eup and Daesan-myeon spread north and south along the Nakdonggang River, so it has been recognized for its unique scenic value different from the previously designated hackberries.

In addition, it was also recognized that the CHA, Changwon-si, and villagers formed a consultative group together to make various efforts, solving residents’ inconveniences and installing protective fences considering the growing environment from the early stage of preparing for the designation in terms of active administration.

Meanwhile, the CHA and A Story, a production company of “Extraordinary Attorney Woo”, collaborated to produce a webtoon about the designation process of “East Asian Hackberry of Bukbu-ri, Changwon”, and present it for the first time at the 2022 Bucheon International Comics Festival from September 30.

At the CHA's promotion booth, Yoon So-Jung, a resident of Bukbu-ri village and a painter of a whale mural, will draw whale paintings and present them to visitors.
On October 12, a celebration to commemorate the designation as a natural monument is also held near the hackberry.

The CHA will expand the people’s opportunities to enjoy the precious natural heritage and continue to manage these trees to contribute to mutually beneficial regional development with the designation of ‘Old Big Trees of Cheongwadae’ and ‘East Asian Hackberry of Bukbu-ri, Changwon’.
